组团式医疗援藏实践效果探讨

摘　　要：自2015年,党中央启动实施医疗人才“组团式”援藏以来,为西藏人民群众提供了更加全面有效的医疗服务。多年的实践中,以“组团式”医疗援藏的模式显著改变了以往医疗援藏短期化中的不足与缺乏远期效果的状况,提高了当地医院的管理水平,培养了医院管理、医疗技术人才并逐步形成了团队,更加体现了党中央、政府对西藏人民的关怀。实施组团式医疗援藏后,诊疗人次显著增长,实现419种大病不出自治区,2413种一般病不出地市,小病不出县区就能得到诊疗,总体医疗卫生资源及普惠程度有了较大改善。从开始的提供基本医疗技术服务到促进本地医院整体管理,依法执业能力的飞跃,受援医院信息化程度,病案数据利用效率等管理指标显著提升。Since the Central Committee of the CPC launched the"group"medical personnel aid to Tibet in 2015,more comprehensive and effective medical services have been provided to the Tibetan people.Over the years of practice,the"group-type"medical aid model has significantly changed the situation of short-term deficiencies and lack of long-term effects in the past medical aid to Tibet,improved the management level of local hospitals,trained hospital management and medical technical personnel,and gradually formed a team,which more reflects the care of the Party Central Committee and the government for the Tibetan people.Since the implementation of group medical assistance in Tibet,the number of patients receiving medical treatment has increased significantly,and 419major diseases cannot be diagnosed in the autonomous region,2,413 common diseases cannot be diagnosed in prefectures and cities,and minor diseases can be diagnosed and treated in counties and districts.From the initial provision of basic medical technology services to the promotion of the overall management of local hospitals,the leap in legal practice ability,the informatization level of recipient hospitals,the utilization efficiency of medical record data and other management indicators have been significantly improved.
