摘 要:新质生产力是当前社会发展和经济变革的新动能,也是推动水利行业发展形态变革的新机会。由于水的基础性、流动性和利害双重性,水利行业非结构化特征明显,导致物联网等技术体系赋能水利行业管理迟缓,迫切需要发展水利新质生产力。基于对生产力一般规律和新质生产力形成要素的认识,总结提炼了水利新质生产力的特征与表象、核心与内涵,从理论上分析了数字孪生促进水利新质生产力形成的途径,实证阐述了数字孪生带动数字水利经济发展的案例,综合提出了进一步应用数字孪生技术促进水利新质生产力发展的路径,为水利新质生产力发展和水利行业管理模式高质量跃升提供参考。New quality productive forces serve as the new driving force for social development and economic innovation.They also present a valuable opportunity for the water conservancy industry to catch up with the rapid development of other industries in China.Due to the inherent characteristics of water resources,such as basic nature,fluidity,and dual beneficial and disastrous features,the water conservancy industry exhibits obvious non-structural characteristics,leading to a slower adoption of advanced Internet of Things technology in its management.Therefore,there is an urgent need to develop new quality productive forces in water conservancy.This article,based on an understanding of the general laws of productivity and the formation elements of new quality productive forces,summarizes and refines the characteristics and manifestations,core and connotations of new quality productive forces in water conservancy.It theoretically analyzes the ways in which digital twins promote the formation of new quality productive forces in water conservancy,empirically illustrates cases where digital twins have driven digital water conservancy economic development,and comprehensively proposes approaches to further apply digital twin technology to promote the development of new quality productive forces in water conservancy.This study provides valuable insights into advancing high-quality progress in both the new quality productive forces and management models in the water conservancy industry.
