摘  要:当前,全球恐怖主义正步入一个动能转换的新阶段。对此,拜登政府在加速大国竞争的同时,对美国的国际反恐战略进行了系统性的调整——遵从自由国际主义的价值观,践行自利、高效和经济的现实主义理念,主张平衡国际反恐与大国竞争的关系;在接受恐怖主义长期存在的前提下,设置了管理与控制国际反恐形势的“上限”与“底线”。通过优先使用外交手段、精准调配军事力量、强化发展治理作用等政策调整,拜登政府试图为美国国际反恐战略铺设新的框架。然而,这一思路上的根本性转变,却无助于国际反恐局势的实质性改善,并将对中国安全利益造成负面影响。At present,global terrorism is entering a new stage of momentum transformation.In this regard,while accelerating competition with other major countries,the Biden administration has systematically adjusted the international counterterrorism strategy of the United States,which follows the values of liberal internationalism,practices the realistic concept featuring self-interest,efficiency and economy,and advocates a balance between international counter-terrorism and major-country competition.On the premise of accepting the long-term existence of terrorism,it has set up the “forbidden zone” and “bottom line” in managing and controlling the international counter-terrorism situation.Through policy adjustment such as prioritizing diplomatic means,precise deployment of military forces,and strengthening the role of development governance,the Biden administration has attempted to lay a new framework for the US' international counterterrorism strategy.However,this fundamental change in thinking will not help to substantially improve the international counter-terrorism situation,and will have a negative impact on China's security interests.
