摘  要:平台型媒体的崛起使其逐渐演变成当代社会新的权力中心,传统的“国家-社会”二元权力格局转向“国家-平台-社会”三元权力格局。与平台型企业不同,平台型媒体兼具平台属性和媒体属性,其权力是以资本权力为本质,以技术权力为表征,以媒介权力为基石的综合性社会权力。这种社会权力通过平台规则的强制性和算法推荐的隐性诱导机制实施,并在“政府授权”和“用户赋权”下不断扩张。为应对平台型媒体社会权力崛起与扩张的风险,需要从资本、技术和平台三个维度对其进行多维规制,以使其服务于社会正义。Different from platform-based enterprises,platform-based media has both platform attributes and media attributes,so its power is a comprehensive social power with capital power as its essence,technology power as its representation,and media power as its cornerstone.This kind of social power is implemented through the coercive mechanism of platform rules and the implicit induction mechanism of algorithm recommendation,and is constantly expanded under the"government authorization"and"user empowerment".In order to cope with the risks of the rise and expansion of social power of platform media,it is necessary to regulate it from three dimensions:capital,technology and platform,so that it can serve social justice.
