红色业主委员会的创设与实现路径探析——基于一个案例的分析

摘　　要：近年来全国多地城市社区探索建设红色业主委员会。基层党组织势能引入是创设红色业主委员会的基础,而基层党组织发挥政治功能与组织功能是红色业主委员会建设的关键。社区党委通过设立红色业主委员会党支部,以此重塑业主委员会参与社区治理路径。形成纵向由社区党委—红色业主委员会党支部—楼宇党小组—党员业主和横向由楼宇党小组—党员业主结合的治理框架。未来探索红色业主委员会建设宜通过上级管理部门和社区党委吸纳专职党务工作者参与相关治理活动、依托红色业主委员会探索打造开放式治理平台、同步设立红色物业党支部、通过红色业主委员会平台培育社区文化等途径,凝聚和谐邻里关系,以此提高社区治理水平。In recent years,urban communities in many places across the country have explored the innovative practice of red industry comitees.The introduction of potential energy of the basic level party organizations is the basis for the establishment of the red industry committee.The key to the establishment of the Red Industry Committee lies in the political and organizational functions of the basic level party organizations.The community party committee has reshaped the path for the industry committee to participate in community governance through the establishment of the party branch of the red business committee.Form a govermance framework that is vertically composed of the community party committee,the party branch of the red industry comittee,the building party group,and the party member owners,and the vertical and horizontal by the building party group,party member owners.On the basis of the traditional business committees,the red business committees have improved their old predicament.In the future,it is advisable to recruit full-time party workers to participate in relevant governance activities through higher-level management departments and community party comitees,rely on red industry committees to explore and build an open governance platform,simultaneously set up red property party branches,and cultivate community culture through the red industry comitte platform,so as to gather harmonious neighborhood relations and improve the level of community governance.
