农业服务贸易赋能农产品贸易逆差改善的可行性与路径研究

摘　　要：我国总体货物贸易长期存在巨额顺差,但农产品贸易一直呈现逆差状态,且逆差规模不断扩大。农业服务贸易与农产品贸易之间存在着紧密且相互依存的内在关系,两者相互促进,互为影响。国内外发展环境的不断变化、国家政策的鼎力支持、技术创新的日新月异以及供应链与产业链的深度融合,为改善农业服务贸易中的农产品贸易逆差提供了可能性。然而,要改善我国农业服务贸易中的农产品贸易逆差,需直面多重挑战。鉴于农业服务贸易所蕴含的巨大潜力,我们应采取主动策略,通过实施国内农产品贸易供给侧改革、推动农产品生产技术革新、突破技术性贸易壁垒以及强化农产品市场人才培养等路径,增强我国在国际农产品市场中的话语权和竞争力,最终实现农产品贸易逆差的根本性改善。China’s overall trade in goods has been in a huge surplus for a long time,but its agricultural product trade has been showing a trade deficit,and the scale of the deficit continues to expand.The agricultural service trade and agricultural product trade has an in⁃herent relationship of mutual promotion and mutual influence.The constantly changing of the domestic and international development environment,strong support from national policies,rapid technological innovation,and deep integration of supply chain and industrial chain provide possibilities for improving the trade deficit of agricultural products in agricultural service trade.However,to improve the trade deficit of agricultural products in China’s agricultural service trade,we need to face multiple challenges.Given the enormous po⁃tential contained in agricultural service trade,we should adopt proactive strategies to enhance China’s discourse power and competi⁃tiveness in the international agricultural product market through implementing domestic agricultural product trade supply side reforms,promoting agricultural product production technology innovation,breaking through technical trade barriers,and strengthening talent cultivation in the agricultural product market,and ultimately achieving fundamental improvement in the agricultural product trade defi⁃cit.
