关于拓展非洲陆上页岩油项目的思考与建议

摘　　要：页岩油的工业性突破推动了世界石油工业发展,其相关评价技术与储层改造技术日趋成熟。非洲页岩油资源丰富,是我国海外重要的油气合作区和原油进口来源区。虽然非洲地区目前主要以常规油气勘探开发为主,但随着页岩油勘探技术的不断成熟及开发成本的下降,非洲地区必将进入常规油气与页岩油气并重的发展阶段。超前开展非洲地区页岩油资源潜力评价与技术储备,适时拓展非洲陆上页岩油项目,有助于我国企业进入非洲优质页岩油区块,提升非洲油气市场份额,促进多元化油气供给市场建设。为此,有必要开展非洲陆上含油气盆地页岩油资源潜力系统评价,建立评价数据库,为后续项目进入提供决策支持;加强页岩油项目与常规油气项目协同部署,助推中非油气合作高效可持续发展;加强页岩油勘探开发技术储备,为进入非洲陆上页岩油项目做好技术保障。The industrial breakthrough of shale oil has promoted the development of the world petroleum industry,and its related evaluation technology and reservoir simulation technology are becoming increasingly mature.Africa,an important overseas oil and gas cooperation area and source of crude oil imports for China,is rich in shale oil resources.Although conventional oil and gas exploration and development is adopted in Africa mainly at present,with the continuous maturity of shale oil exploration technology and the decline in development costs,Africa will certainly enter a development stage where conventional oil and gas and shale oil and gas are equally important.Carrying out the shale oil resource potential evaluation and technical reserve in Africa in advance,and expanding onshore shale oil projects in Africa at the right time will help Chinese enterprises enter high-quality shale oil blocks in Africa,increase the market share of Africa's oil and gas,promote the construction of a diversified oil and gas supply market.Three suggestions have been provided in the paper.First,it is necessary to systematically evaluate shale oil resource potential in African onshore petroliferous basins,establish an evaluation database,and provide decision-making support for subsequent projects.Second,it is necessary to strengthen the synergistic deployment of shale oil projects and conventional oil and gas projects to promote the efficient and sustainable development of China-Africa oil and gas cooperation.Third,it is necessary to strengthen the technical reserve of shale oil exploration and development to ensure technical support for entering the onshore shale oil projects in Africa.
