中老泰铁路国际货物联运通道发展策略研究

摘　　要：中老昆万铁路的开通,打通连接国内市场和南亚、东南亚的经济通道,打破中国—中南半岛间国际物流传统通道格局,助力实现中老泰铁路互联互通。通过分析老挝、泰国交通现状,阐释中老泰贸易及中国与东盟国家的跨境贸易发展现状,剖析中老泰铁路国际货物联运通道发展现状及存在问题,提出中老泰铁路国际货物联运通道发展策略,即:补强国际联运通道设施设备,加强铁路通道能力;打造特色国际联运货运产品,增强信息服务水平;建立境内外运输组织协调机制,优化运输组织效率;构建中老泰公铁海多式联运体系,提高经营服务水平。在此基础上,更好地发挥中老昆万铁路“黄金通道”辐射效应,加强中国与东盟地区互联互通发展格局。The China-Laos(Kunming-Vientiane)Railway is an economic corridor connecting the domestic market in China with South and Southeast Asian countries.It has changed the traditional approach of international logistics corridors between China and the Indochina Peninsula,and helps achieving the interconnectivity of the China-Laos-Thailand Railway.By analyzing the cur‐rent traffic situation in Laos and Thailand,this paper elaborates on the development status of China-Laos-Thailand trade and cross border trade between China and ASEAN countries.It also analyzes the current situation and challenges of the China-Laos-Thailand railway international freight intermodal transport corridor,and proposes development strategies for this corridor,namely:upgrading the infrastructure and equipment of the international corridor to improve its capacity;developing specialized international intermodal freight products and improving the information service;establishing a domestic-international coordination mechanism to optimize the transportation efficiency;building a China-Laos-Thailand road-sea-rail multimodal transportation system to improve the busi‐ness operation.On this basis,we will better leverage the radiation effect of the"golden corridor"of the China-Laos(Kunming-Vientiane)Railway and strengthen the development pattern of connectivity between China and the ASEAN region.
