摘　　要：作为党章文本重要组成部分的总纲,拥有相对独立且完整的内容结构,其中所内含的两条线索是理解其内部构造的关键。贯穿“历史积累—现实基础—目标追寻”的发展主线见证了党的理论、制度和实践的创新与发展,依循“党的性质—指导思想—两个抓手”的路径线索勾勒出党领导人民治国理政的顶层设计。同时,总纲文本背后实际承载着多种制度功能。实践维度,落脚到中国共产党自身的思想与组织建设,表现为团结统一思想、塑造政党形象等功能;规范维度,则聚焦制度本身,发挥着制度整合、引领规范等功能。厘清党章总纲的内部构造及其功能,有利于充分发挥党章制度优势、释放治理效能。As an important part of the Constitution of the Communist Party of China,the general principles have a relatively independent and complete content structure.There are two clues embedded in the general principles of the current Constitution of the Communist Party of China which are the key to understand its internal structure.The main line of development,which runs through "historical accumulation-practical basis-goal pursuit",witnesses the innovation and development of the Party's theory,system and practice.Meanwhile,following the path of "the nature of the Party-the guiding ideology-the two grasping hands",it outlines the top-level design of the Party in leading the people to rule the country.At the same time,behind the text of the general principles are a variety of institutional functions.In the practical dimension,the ideological and organizational construction of the Communist Party of China itself is manifested in the functions of uniting and unifying ideas and shaping the image of the Party.In the normative dimension,it focuses on the system itself,and performs the functions of system integration and leading norms.Clarifying the internal structure of the general principles of the Constitution of the Communist Party of China and its functions is conducive to giving full play to the institutional advantages of the Constitution of the Communist Party of China and releasing the effectiveness of its governance.
