摘　　要：结合区块链技术和穿透理念的双重优势,运用ASMI四步法等方法,探究全民健身路径工程“三位一体穿透式”配建管理。研究发现,目前全民健身路径工程配建管理存在组织方面“合力”不足、过程方面“台账”不明确、行为方面“良性”未下沉的问题。针对上述问题,引入“穿透理念”构建“三位一体穿透式”配建管理框架,并设计出“三位一体穿透式”配建管理区块链架构。对基于区块链的全民健身路径工程“穿透式”配建管理应用场景三位一体化展开推演,认为可以实现组织穿透、过程穿透和行为穿透。据此提出推进上述配建管理落地的具体策略:强化技术研发,筑好技术壁垒;完善政策法规,加强经验汲取;优化培养体系,培育复合人才。Combining the dual advantages of blockchain technology and the penetration concept,the paper uses the ASMI four-step method to explore the“trinity penetration”construction management of the national fitness path project.It is found that there are problems of insufficient“joint force”in organization,unclear“account”in process,and undone“goodness”in behavior in the management of national fitness path project.In view of the above problems,the introduction of the“penetration concept”constructs the“Trinity penetrating”construction management framework,and designs the“trinity penetrating”construction management blockchain structure.The blockchain-based universal fitness path project“penetrating”allotment management application scenarios of the three integrative projection can achieve organizational penetration,process penetration and behavioral penetration.Accordingly,the paper proposes to strengthen the technical research and development,build technical barriers,improve policies and regulations,strengthen experience learning,optimize the training system and cultivate composite talents.
