基于DEA-BCC模型的某公立医院临床科室运行效率研究

摘　　要：文章对2023年浙江省某三级综合医院各临床科室的运行效率进行综合评价,以期为同类医院在优化资源配置和提升运营效率上提供决策参考。收集浙江省某三级综合医院2023年度34个临床业务科室相关投入和产出指标,采用数据包络分析(DEA)的BCC模型测算各个科室的综合效率、纯技术效率、规模效率和规模报酬等指标值。结果表明:2023年该医院18个科室达到DEA有效状态,5个科室处于DEA弱有效状态,11个科室处于DEA无效状态。11个科室规模报酬递增,5个科室规模报酬递减。医院应采取差异化分析策略,对医疗资源进行合理配置;积极引进新技术新项目,加强人才队伍建设;重视运营能力分析,提升精细化管理水平,助力医院实现高质量发展目标。To comprehensively evaluate the operational efficiency of various clinical departments in a tertiary comprehensive hospital in Zhejiang province in 2023,and provide decision-making references for similar hospitals in optimizing resource allocation and improving operational efficiency,this study collect relevant input and output indicators from 34 clinical departments of a tertiary comprehensive hospital in Zhejiang province in 2023.The BCC model of Data Envelopment Analysis(DEA)was used to calculate the comprehensive efficiency,pure technical efficiency,scale efficiency,and scale return of each department.In 2023,18 departments of the hospital reached DEA effective status,five departments were in DEA weakly effective status,11 departments were in DEA ineffective status.11 departments are experiencing increasing returns to scale,while five departments are experiencing decreasing returns to scale.Hospitals should adopt a differentiation analysis strategy to allocate medical resources reasonably;actively introducing new technologies and projects,strengthening the construction of talent teams;emphasize the analysis of operational capabilities,enhance the level of refined management,and assist hospitals in achieving high-quality development goals.
