摘　　要：基础研究是衡量地区创新能力和发展潜力的核心指标,在科技创新中的源头地位愈发凸显。盐城作为江苏沿海经济带重要城市,肩负着科技创新和产业创新的重要使命,提升基础研究能力十分必要。文章详细梳理了盐城市基础研究现状、存在问题及原因,进而研究提出加强财政资金投入、建立科技创新平台、推进研发成果应用、加强科技人才培养、完善基础保障体系等对策建议,为提升盐城市基础研究和原始创新能力提供决策参考。Basic research is the core index to weigh the regional innovation capacity and development potentiality,and it plays more and more important position in the source of scientific and technological innovation.As an important city in Jiangsu Coastal Economic Zone,Yancheng undertakes an important mission of technical and industrial innovation so that it is necessary to enhance the basic research capacity.This paper sorts out the detail of basic research status,analyses existing problems and their causes to point out the countermeasures and suggestions of strengthening capital investment,establishing innovation platform,promoting the application of results,strengthening personnel training,and improving the security system so as to provide reference for decisions improving the basic research and original innovation ability in Yancheng city.
