摘　　要：信息技术快速发展和广泛应用导致老年群体陷入信息贫困境地,厘清老年信息贫困的概念内涵是老年信息贫困有效治理的前提。基于可行能力理论探究老年信息贫困的概念内涵和结构关系,将老年信息贫困分为信息能力贫困和信息功能贫困两个维度,并使用CLASS 2020调查数据实证分析老年信息能力贫困与信息功能贫困的关系。研究发现,老年群体信息能力贫困状况不容乐观,信息接入、信息获取、信息使用和信息感知等维度能力贫困与信息功能贫困显著相关,通过倾向得分匹配(PSM)检验后结果依然稳健。故需构建兼顾信息能力提升和信息功能救助的治理方略以解决老年信息贫困问题。The rapid development and broad application of digital information technology have led to the information poverty of the elderly,and clarifying the conceptual connotation of information poverty is the prerequisite for the effective governance of the elderly.Based on the theory of feasible ability to explore the conceptual connotation and structural relationship of information poverty in the elderly,the concept can be divided into two dimensions:information ability poverty and information function poverty.Based on the CLASS 2020 data,this study empirically analyzes the relationship between the poverty of information ability of the elderly and information function poverty.It is found that the situation of information ability poverty in the elderly group is not optimistic.The ability poverty in the dimensions of information access,information acquisition,information use,and information cognition significantly and positively correlates with information function poverty.The results are still robust after the propensity score matching test.Therefore,it is necessary to build a governance strategy that considers information capability enhancement and information function relief to solve the problem of information poverty among the elderly.
