地方政府公共数据授权运营的模式与内容——基于生态结构视角的比较分析

摘　　要：以结构生态系统为切入点,从价值主张、行动主体和匹配结构三个维度对北京、成都、青岛等6个城市的公共数据授权运营政策进行比较。研究发现,不同地区对于公共数据授权运营的价值目标存在较强共识,但在具体的实践做法和匹配结构上却各有特色,表现在主体边界的封闭与开放、平台运营主体与数据运营主体关系、数据资源汇聚方式以及互动结构等多个方面。未来,需要结合地方实践,进一步评估和分析不同模式的实践效果、数据治理汇聚模式等问题。Based on the ecological structure perspective,we compare the public data authorized and operation policies in six cities,including Beijing,Chengdu,and Qingdao,through the three dimensions’comparison,namely,value proposition,action subject,and matching structure,We find that different regions have a strong consensus on the value objectives of public data authorized operation.Still,they have their characteristics in terms of specific practical practices and matching structures,which are manifested in various aspects such as the closure and openness of subject boundaries,the relationship between the platform operating body and the data operating body,the way of data resource aggregation,and the interaction structure.In the future,it is neces⁃sary to further evaluate and analyze the practical effects of different modes,data governance convergence modes in the light of local practices.
