国家安全形象的建构:基于国家安全态势、理念与行为的分析框架  

Construction of National Security Image: An Analytical Framework Based on National Security Posture, Philosophy, and Behavior

摘　　要：国家安全形象是国内外公众对国家安全主体预防和化解国家安全问题过程及其成效所形成的整体性印象,其塑造受到多重因素的共同影响。本文结合国家形象理论与国家安全治理理论尝试构建基于国家安全态势、理念和行为的分析框架,通过案例研究方法对2012—2021年间的100个典型国家安全案例进行分析和归纳,分别从传统安全领域和非传统安全领域两个侧面提炼和总结十年间我国国家安全形象的建构路径。一方面,我国国家安全形象的建构在不同领域中具有不同侧重与特征,在传统安全领域突出我国的主动作为与坚定立场,在非传统安全领域则呈现为亲切友善的合作性形象;另一方面,传统安全与非传统安全领域的两种建构路径相互交织、相互影响,并最终统一于“和平崛起的安全大国”形象。National security image is the overall impression that domestic and international public opinion has of the efficiency and effectiveness of national security bodies in preventing and defusing national security risks. The shaping of a national security image is subject to multiple factors. Combining theories for national image and national security governance, this paper attempts to construct an analytical framework based upon national security posture, philosophy, and behavior. By analyzing 100 typical national security cases in the 2012–2021 period, it summarizes the construction paths of China's national security image over the past decade from traditional and non-traditional security perspectives. The authors find that the construction of Chinas' national security image has different priorities and characteristics in different fields, highlighting China's proactive action and firm stance in the field of traditional security and promoting its cooperative image that champions amity and friendship in the field of non-traditional security. Closely intertwined in the fields of traditional and non-traditional security, these two construction paths have mutually influenced each other, ultimately leading to a “peacefully rising” image.
