摘　　要：要办好党和人民满意的高等教育,高校需要进一步加强思想政治教育和学风建设。“铸基成材”学风建设体系针对具有地方特色属性的工科院校,通过构建“党建引领”“团学工作赋能”“‘四建’工程保障”“多元评价指导”和“制度完善”五大学风建设体系框架,达到了营造良好学风、助力地方经济社会发展、提升人才培养质量的要求,为构建有效的学风建设体系提供了参考。To achieve satisfactory higher education for the Party and the people,universities need to further strengthen ideological and political education and academic atmosphere construction.The"Building Foundation into Talents"academic atmosphere construction system is aimed at engineering colleges with local characteristics.By constructing a five university atmosphere construction system framework of"Party building guidance","Youth League work empowerment","Four Construction"project guarantee","diversified evaluation guidance"and"institutional improvement",it has achieved the requirements of creating a good academic atmosphere,assisting local economic and social development,and improving the quality of talent cultivation,providing reference for building an effective academic atmosphere construction system.
