摘　　要：为把握中国公共安全管理的发展方向,加强未来的公共安全管理工作,从历史流变和管理逻辑2个维度,对改革开放45年中央政府工作报告进行词频分析。分析表明:我国公共安全管理注意力呈区间式波动上升、稀缺时有发生,重治理轻预防、侧重事故灾难、聚焦日常危害2大特征;公共安全管理从意识初步树立阶段向国家战略的重要内容阶段转变。未来应考虑构建信息化特征明显的现代化公共安全管理平台,重视社会力量,整合社会资源,推动公共安全管理整体水平提升。In order to comprehend the development trajectory of the public security management in China and enhance future public safety management work,a word frequency analysis was conducted on the central government work reports spanning 45 years from historical development and management logic.The results show that the attention to the public safety manage-ment in China presents periodic fluctuations and occasional scarcity;that two primary characteristics are an emphasis on gov-ernance over prevention and a tendency to prioritize accident disasters and daily hazards;and that the public security manage-ment evolves from the initial awareness to the pivotal component of the national strategy.It should be considered that con-structing a modern public security management platform with distinct information technology features,paying attention to so-cial forces,integrating social resources,and driving comprehensive enhancements in the public safety management.
