湖北构建新发展格局先行区的水文实践与思考

摘　　要：湖北省第十二次党代会明确指出治荆楚必先治水,《湖北省水安全“十四五”规划》和《湖北省“荆楚安澜”现代水网规划纲要》提出以提升水安全保障能力为目标的战略部署。分析了全面提升水安全保障水平对水文工作提出的新要求以及水文工作存在的主要问题,提出湖北水文工作要围绕水旱洪涝灾害防御、水资源统筹调配节约利用、水生态环境保护修复、数字孪生水利建设等任务,改进在站网布局、监测能力、预测预报智能化等方面的问题和不足,加快水文现代化建设步伐,提升水文监测预报能力,从而为湖北省建成全国构建新发展格局先行区提供水文支撑。The 12th Party Congress of Hubei Province clearly pointed out that water control is the first step in governing the Jingchu region(also known as Hubei Province).Both the“14th Five-Year Plan of Water Security in Hubei Province”and the“Planning Outline of Modern Water Network in Hubei Province”put forward the strategic deployment aimed at improving water security capabilities.This paper examines the new requirements for hydrological work posed by this target and identifies the main challenges.We propose that the hydrological work in Hubei Province should focus on drought and flood disaster prevention,coordinated water resources regulation and conservation,protection and restoration of water ecological environment,digital twin water conservancy construction and other tasks.Moreover,it is also essential to address deficiencies in station network layout,monitoring capacity,and intelligent prediction,thereby accelerating hydrological modernization and improving hydrological monitoring and forecasting capacities.The findings are expected to provide hydrological support for Hubei Province in building a national pilot area of the new development pattern.
