构建更有效力国际传播体系的三个重要命题

摘　　要：党的二十届三中全会审议通过的《中共中央关于进一步全面深化改革、推进中国式现代化的决定》提出的重要改革任务“构建更有效力的国际传播体系”,是关乎全局、影响深远的重大改革举措和具有战略意义的部署。从党和国家战略全局和改革的系统布局高度理解、把握“构建更有效力的国际传播体系”,及其与其他改革举措间的战略协同关系,就需要研究、分析构建更有效力的国际传播体系所涉及的三个重要命题:以体制机制改革形成的体系力量,推进全面提升国际传播效能;以加快适应信息技术迅猛发展新形势,支撑构建更有效力的国际传播体系;以构建和有力运作更有效力的国际传播体系,助力营造中国式现代化发展的良好外部环境。文章对这3个重要命题做了系统深入的剖析和解答。The important reform task proposed in the Resolution of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese Modernization,which was deliberated and adopted at the Third Plenary Session of the 20th CPC Central Committee,is to “building a more effective international communication system”.It is a major reform measure and strategic deployment that concerns the overall situation and has far-reaching effects.To profoundly understand and grasp the strategic significance of “building a more effective international communication system” and its strategic coordination with other reform measures from the perspectives of the overall strategic situation of the CPC and the country and the systematic layout of reforms,it is necessary to study and analyze three important propositions involved in building a more effective international communication system:Promoting the comprehensive enhancement of international communication effectiveness by means of the systemic strength formed by institutional and mechanistic reforms;supporting the construction of a more effective international communication system by means of accelerating adaptation to the new situation of rapid development in technology development;creating a favorable external environment by means of leveraging the construction and effective operation of a more effective international communication system.This paper provides a systematic and thorough analysis and response to these three important propositions.
