摘　　要：管理诊断是烟草行业基层县级局(营销部)推动基层基础管理转型升级的重要方法,但由于多年来缺乏统一的诊断模型、流程标准、评价依据以及专业诊断队伍,管理诊断与对标管理、体系建设和精益管理的融合深度不够,一定程度上制约了管理诊断工作的深入开展。本文将流程与企业成熟度评价模型(PEMM)工具引入管理诊断,建立适合基层管理诊断的模型,为县级局(营销部)开展管理诊断建立一套成熟的模式、系统的标准、科学的方法。本文将管理成熟度模型与管理诊断相结合,为县级局(营销部)的管理诊断提供了可衡量的评价工具,为基层追求卓越管理提供了行动指南。Management diagnosis is an essential approach for grass-roots county-level bureaus(sales departments)in the tobacco industry to promote the transformation and upgrading of basic management.However,due to the lack of unified diagnostic models,process standards,evaluation criteria,and professional diagnostic teams for many years,along with insufficient integration depth between management diagnosis,benchmarking management,system construction,and lean management,the in-depth development of management diagnosis has been constrained to a certain extent.This paper intends to introduce the Process and Enterprise Maturity Model(PEMM)tool into management diagnosis,establish a model suitable for grass-roots management diagnosis,and create a mature model,systematic standards,solidified norms,scientific methods,and evaluation criteria for county-level bureaus(sales departments)to conduct management diagnosis.The combination of the management maturity model and management diagnosis provides measurable evaluation tools for the management diagnosis of county-level bureaus(sales departments),offering an action guideline for grass-roots organizations to pursue excellent management.
