摘 要:基于污染总量控制理念,运用流域系统整治思维,采用多措并举治理方法,以杭州余杭塘河流域为治理对象,对杭州余杭塘河流域河道水环境现状进行系统性分析和治理。通过构建以控源截污为核心的零直排达标、活水循环和排蓄安全调度、生物调控和水生态群落恢复、全面统筹和科学调度的智慧管理这四大工程体系,最终实现了余杭塘河流域2020年底主要河道消除劣Ⅴ类水体,重点断面主要指标达到Ⅳ类水,水生态系统逐步恢复,区域水环境标准质量显著提高的工程目标。Taking the watershed of Yuhangtang River in Hangzhou as the treatment object,the current situation of water environment of Yuhangtang River in Hangzhou is symmetrically analyzed and governed by using the multiple treatment methods,and based on the concept of total pollutants control and comprehensive treatment of the watershed system.Through the construction of four major engineering systems including zero direct discharge standards,living water circulation and storage safety scheduling,biological regulation and water ecological community restoration,overall planning and scientific scheduling with the core of source control and pollution interception,the engineering objectives of eliminating the inferior Class V water in the main river course of Yuhangtang River Basin by the end of 2020,the main indicators of key sections reaching Class IV water,the water ecosystem gradually restoring,and the regional water environment standard quality significantly improving have been achieved at last.
