数字化治理视角下历史文化名城保护体系构建研究--以济南市为例

摘　　要：建立空间全覆盖、要素全囊括的城乡历史文化保护传承体系,开展历史文化名城保护的数字化治理,构建历史文化保护等的底线守护数字化应用场景,是自然资源数字化治理能力提升的重要内容之一。通过梳理数字化测量、数字化审查、数字化监测、数字化展示4个层次数字化治理途径,探讨“法规-组织-技术”的历史文化名城保护数字化治理逻辑,建立名城保护的协调机制,赋能名城保护的有效实施,以期为历史文化名城保护多维度精细保护、多粒度监测评估、多场景活化应用的智慧化管理提供实践经验。In the new era,a system of historic and cultural protection and inheritance covering the whole urban and rural area and all elements needs to be constructed.It's also necessary to deepen the digital governance in the preservation of historic and cultural cities and establish the digital application scenarios of baseline protection.The above-mentioned are all crucial components for enhancing the digital governance capacity of natural resources.In this article,four levels of digital governance approaches for the historic and cultural city protection are reviewed.Furthermore,a''Regulation-Organization-Technology"driven digital governance logic is proposed.This method is anticipated to be utilized in determining the implementation path,establishing the coordination mechanism,and empowering effective implementation for historic and cultural city protection.Furthermore,this study is expected to provide some ideas of intelligent management in historic and cultural city protection,such as multi-dimensional fine protection,multi granularity monitoring and evaluation,and various applications.
