摘  要:为履行国家意识形态责任、强化公共服务、提升监测中心广播电视安全播出应急指挥能力,以及提升广播电视监测水平,迫切需要建设数字化、信息化和智能化的广播电视和融媒体智慧监测系统。文章介绍了陕西省广播电视和融媒体智慧监测系统的需求分析、设计思路、功能实现等内容,该系统包括省级监管平台和108个广播电视监测前端系统,旨在通过数字化、信息化和智能化手段提高监测效率,确保广播电视内容的质量和合规性。系统可以实现对全省广播电视节目在有线网传播传输、内容播放、安全播出等方面的有效监测监管,切实做到“全方位、全过程、全覆盖、全天候”监测。该系统显著提高了监测效率,确保了陕西省广播电视的安全播出和质量。In order to fulfill the national ideological responsibility,strengthen public services,enhance the emergency command capacity of the monitoring center for broadcasting safety of radio and television,and improve the level of radio and television monitoring,there is an urgent need to build a digital,information-based,and intelligent radio,television,and integrated media smart monitoring system.The article introduces the system composition and functional features of Shanxi Province's broadcasting TV and integrated media smart monitoring system,which includes a provincial supervision platform and 108 cable digital TV monitoring front-end systems,aiming to improve monitoring efficiency and ensure the quality and compliance of broadcasting TV content through digital,informatized and intelligent means.The system realizes effective monitoring and supervision of the province's self-organized programs in cable network transmission,content broadcasting,safety broadcasting,etc.,and effectively achieves“all-round,all-process,all-coverage,all-weather”monitoring.The system significantly improves monitoring efficiency and ensures the safety and quality of broadcasting in Shanxi Province.
