摘  要:构建全国统一的实时在线环境监控系统是现代环境监测和监管的重要手段,通过污染源自动监控等物联网监控系统开展非现场监管,可以推动实现科学、精准、依法治污,切实提升监管精细化水平。从污染源在线动态管控非现场监管系统、“1+N”自动监测数据标记规则体系、建立联网自动监测设备传输数据异常电子告知与督办机制等方面,研究了以污染源自动监控为核心的非现场监管模式。The construction of a national unified real-time online environmental monitoring system is an important means of modern environmental monitoring and supervision,through the automatic monitoring of pollution sources and other Internet of Things(IoT)monitoring systems to carry out off-site supervision,can promote the realization of scientific,accurate,legal pollution control,and effectively improve the level of regulatory refinement.This paper studies the off-site supervision mode based on the automatic monitoring of pollution sources from the aspects of online dynamic control of pollution sources off-site supervision system,"1+N"automatic monitoring data labeling rule system,and the establishment of electronic notification and supervision mechanism of abnormal data transmitted by networked automatic monitoring equipment.
