新形势下边疆经济高质量发展的内涵、意义及实践路径

摘　　要：在外部困难、内部压力、发展机遇并存的新形势下,边疆地区需要贯彻落实党中央战略部署,找准发展定位、厘清发展新思路、转变发展逻辑,以高质量发展统揽和重塑边疆地区发展格局,确保发展的充分性、均衡性、全面性。推动边疆经济高质量发展有利于促进区域间协调发展,加快构建国内国际双循环新发展格局,促进边疆地区长期和谐稳定。当前边疆经济高质量发展仍存在问题,需要通过聚焦创新驱动、促进协调发展、注重绿色发展、发挥边疆地区的优势、立足公平普惠等实践路径,加快将边疆地区的区位优势和政策优势转化为发展优势,为经济高质量发展奠定坚实基础。Facing both external difficulties and internal pressures as well as development opportunities,border areas need to implement the strategic plan of the CPC Central Committee,identify the development orientation,clarify the development ideas,and change the development logic,so as to control and reshape the development pattern of border areas with high-quality development,and ensure the adequacy,balance,and comprehensiveness of devel-opment.Promoting high-quality economic development in border areas is conducive to promoting coordinated devel-opment among regions,accelerating the construction of a new development pattern of domestic and international double cycles,and promoting long-term harmony and stability in border areas.At present,there are still problems in the high-quality economic development of border areas.It is necessary to speed up the transformation of regional and policy advantages into development advantages by focusing on innovation-driven development,promoting coor-dinated development,emphasizing green development,giving full play to the advantages of border areas,and basing on fairness and inclusiveness,so as to lay a solid foundation for high-quality economic development.
