新型体育举国体制的效能向度、时代创新与实践进路

摘　　要：该研究基于体育举国体制的历史演变与时代进阶,探讨了新发展阶段新型体育举国体制的效能向度、时代创新与实践进路。新发展阶段,基于世界之变、时代之变、历史之变,新型体育举国体制应始终凸显党的集中统一领导的政治效能,始终凸显集中力量办大事的制度效能,始终凸显政府、市场和社会协同联动的治理效能。在继承与发扬传统体育举国体制的基础上,新型体育举国体制的时代创新应深入推进体育治理的效能创新、政府主导的方式创新、体育科技的自主创新。随着国内形势的复杂变化和国外格局的竞争加剧,新型体育举国体制应以强化党的集中统一领导、完善多元主体的双向互动机制、构筑协同增效的多维格局来创建体育治理的新体系;从建设有为政府、打造有效市场、完善双向监管三个方面来构建新机制;从统筹体育科技战略任务、强化国家体育科技力量、推进数字化体育科技范式三个维度上搭建体育科技的新架构,以充分发挥其制度优势和治理效能。Based on the historical evolution and era progress of the sports nationwide system,this study discusses the efficiency dimension,era innovation and practical approach of the new sports nationwide system in the new development stage.In the new development stage,based on the changes of the world,the times,and history,the new sports nationwide system should always highlight the political effectiveness of the centralized and unified leadership of the Party,the institutional effectiveness of concentrating efforts to do major things,as well as the governance effectiveness of the government,the market and society coordination and interaction.On the basis of inheriting and carrying forward the traditional sports nationwide system,the new sports nationwide system should deeply promote the efficiency innovation of sports governance,the government-led mode innovation,and the independent innovation of sports science and technology,so as to promote the era innovation of sports development.With the complex changes in the domestic situation and the intensifying competition in the foreign landscape,the new sports nationwide system should build a new system of sports governance by strengthening the centralized and unified leadership of the Party,improving the two-way interaction mechanism of multiple subjects,and building a multi-dimensional pattern of synergies;establish a new mechanism in terms of building a successful government,creating an effective market,and improving two-way supervision;build a new structure of sports science and technology from the three dimensions:coordinating the strategic task of sports science and technology,strengthening the national sports science and technology strength,and promoting the digital sports science and technology paradigm,in order to give full play to its institutional advantages and governance efficiency.
