中医药强省发展规划下我国中医类医院资源配置效率研究

摘　　要：[目的]基于中医药强省发展规划分析我国2020年中医类医院资源的配置效率水平,为优化我国中医药资源配置提供参考。[方法]采用三阶段DEA模型分析我国2020年中医类医院资源配置效率。[结果]经环境因素调整,2020年我国规划省的平均综合效率、纯技术效率、规模效率由调整前的0.826、0.844、0.980上升到调整后的0.842、0.848、0.993,3个省份达到有效状态。非规划省由0.734、0.759、0.967变化为0.734、0.769、0.955,2个省份达到有效状态。[结论]环境因素影响中医类医院资源效率;规划省的配置效率优于非规划省;存在资源利用不充分的问题。建议在评价效率时考虑环境因素的影响,进一步提高机构技术水平,整合利用存量资源,提高资源利用率。Objective This paper analyzes the allocative efficiency of resource of TCM hospitals in China in 2020 based on the development plan of provinces with strong Chinese medicine,and provides the reference for optimizing the resource allocation of Chinese medicine in China.Methods A three-stage DEA model was used to analyze the allocative efficiency of resource of TCM hospitals in 2020.Results After the adjustment of environmental factors,the average comprehensive efficiency,pure technical efficiency and scale efficiency of China's planning provinces in 2020 increased from 0.826,0.844 and 0.980 before the adjustment to 0.842,0.848 and 0.993 after the adjustment,and the three provinces reached the effective state.The non-planning provinces changed from 0.734,0.759 and 0.967 to 0.734,0.769 and 0.955,and the two provinces reached the effective state.Conclusions Environmental factors affect resource efficiency of TCM hospitals.The allocative efficiency of planning provinces is better than that of the non-planning provinces.There is the problem of insufficient utilization of resources.It is suggested that the impact of environmental factors should be considered in the evaluation of efficiency;the technical level of the institutions should be further improved;storage resource should be integrated and used to improve the utilization rate of resources.
