农地产权权能强度和非农就业对农地转出决策的影响——基于有调节中介效应模型的检验

摘　　要：基于六盘山区甘肃片458份农户调研数据,运用OLS回归、有调节中介效应模型等方法实证分析农地产权权能强度对农地转出决策的影响及作用机理。结果表明:(1)以国家赋权、社会规范及行为能力维度表征的农地产权权能强度,均对农地转出具有显著正向影响;(2)非农就业在国家赋权和社会规范对农地转出影响中具有中介效应,外出务工时间在上述中介效应的后半路径具有调节效应,而行为能力这条路径并不存在调节中介效应。基于此,农地权能应进一步向农户层面转移,有效激活制度效能,激活生产要素活力,政府应探索完善农地退出的补偿方案和政策,强化农户非农就业技能培训,以实现农地资源更深层和更广范围的优化配置,推动农业农村高质量发展。Based on the research data of 458 farm households in Gansu,Liupanshan District,the influence and mechanism of the strength of farmland property rights on the decision to transfer farmland were empirically analyzed using OLS regression and moderated mediation effect model.The results showed that:(1)the strength of farmland property rights,characterized by the dimensions of state empowerment,social norms and behavioral ability,had a significant positive effect on the transfer of farmland;(2)non-farm employment had an intermediary effect on the impact of state empowerment and social norms on the transfer of farmland,and the time spent working outside the farm had a moderating effect on the second half of the above intermediary effects,while there was no moderating intermediary effect on the path of behavioral ability.Therefore,the power of agricultural land should be transferred more to the level of farm households,effectively activating the effectiveness of the system and activating the vitality of production factors,and the government should explore and improve the compensation schemes and policies for farmland withdrawal and strengthen the training of farm households in non-farm employment skills,so as to achieve a deeper and broader optimization of the allocation of farmland resources and promote high-quality development in agriculture and rural areas.
