适应区域电力市场发展的跨省跨区输电价格机制研究

摘　　要：在区域电力市场和新型能源体系加快建设的背景下,现行单一制跨省跨区输电价格机制的不适应性凸显,亟须进一步提升输电价格的灵活性。本文基于跨省跨区输电价格机制优化的基本原则,研究提出了“整体定价+两部制”的输电价格机制,从整体定价方法、容量电费占比,以及分摊方式、丰枯电量电价等方面进行了详细设计,提出需要进一步研究探讨的问题,以期为我国跨省跨区输电价格机制的完善提供参考。With the acceleration of the construction of regional electricity markets and new energy systems,the inadaptability of the current single-part trans-provincial transmission pricing mechanism has become apparent.It is urgent to further enhance the flexibility of transmission pricing.Based on the basic principles of optimizing the trans-provincial transmission pricing mechanism,this paper proposes a"unified pricing&two-part"transmission pricing mechanism,and designs it in detail from the aspects of unified pricing method,allocation mode of capacity fee,and electricity price for wet and dry season.Further research and discussion are also proposed,with a view to providing reference for the improvement of China's trans-provincial transmission pricing mechanism.
