摘　　要：产业链高质量发展是我国增强国内大循环内生动力和可靠性、提升国际循环质量和水平的关键,是构建新发展格局的迫切需要。中国特色产业链战略是中国政府和企业界基于相关理论探索,为实现产业链高质量发展而制定和实施的一系列政策集合。该战略以系统的战略定位和精准的施政方针,着力于从主体和结构意义上协同提升产业链的“现代化水平”“韧性和安全水平”,以拓展产业链主体的创新能力、创造附加值能力、数字化程度和可持续发展能力,同时打造安全可靠、协调顺畅的链中结构。从经济思想史和经济政策史的角度梳理新发展格局下中国特色产业链战略的理论特征与政策体系,可以更加清晰全面地审视其全貌,从而进一步系统地把握中国式现代化进程中的伟大成就和宝贵经验,为理解这一重大命题提供更多元的学理支撑。The high-quality development of the industrial chain is the key to enhancing the endogenous power and reliability of China's domestic macrocycle and upgrading the quality and level of the international cycle,as well as the urgent need to build a new development pattern.The Industrial Chain Strategy with Chinese Characteristics is a series of policies formulated and implemented by the Chinese government and the business sector based on relevant theoretical explorations to realize the high-quality development of industrial chains.With systematic strategic positioning and precise governance,the strategy focuses on synergistically improving the"modernization level","resilience and security level"of the industrial chain in terms of the main body and structure,so as to expand the innovation ability,value-added creation ability,digitalization degree and sustainable development ability of the main body of the industrial chain,digitalization and sustainable development,and at the same time create a safe,reliable,coordinated and smooth structure in the chain.By sorting out the theoretical features and policy system of the industrial chain strategy with Chinese characteristics under the new development pattern from the perspectives of the history of economic thought and the history of economic policies,we can examine its overall picture more clearly and comprehensively,so as to further systematically grasp the great achievements and valuable experiences in the process of Chinese-style modernization and provide more diversified doctrinal support for the comprehension of this major proposition.
