财政教育支出对代际收入向上流动的影响研究

摘  要:基于中国家庭收入调查(CHIP)数据,采用Probit模型实证考察财政教育支出对代际收入向上流动的影响。研究发现,财政教育支出可以显著促进代际收入向上流动。机制分析表明,财政教育支出通过代际教育向上流动促进代际收入向上流动,但是财政教育支出的资本化阻碍了代际收入向上流动。从异质性看,财政教育支出对低收入、低人力资本以及农村家庭的促进作用更大,但是对不同人力资本家庭的差异并不显著。进一步分析发现,财政教育支出对代际收入向上流动的边际效应呈现倒U型,而财政教育支出公平可以强化财政教育支出对代际收入向上流动的促进作用。Based on the data of Chinese Household Income Project Survey(CHIP),the paper uses Probit model to empirically examine the impact of fiscal education expenditure on the upward mobility of intergenerational income.The study finds that fiscal education expenditure can significantly promote the upward mobility of intergenerational income.Mechanism analysis shows that fiscal education expenditure promotes the upward mobility of intergenerational income through the upward mobility of intergenerational education,but the capitalization of fiscal education expenditure hinders the upward mobility of intergenerational income.Heterogeneity analysis reveals that fiscal education expenditure has a greater promoting effect on the low-income,low human capital,and rural households,but the difference is not significant for families with different human capital.Further analysis reveals that the marginal effect of fiscal education expenditure on the upward mobility of intergenerational income presents an inverted U shape,and the fairness of fiscal education expenditure can strengthen the promoting effect of fiscal education expenditure on the upward mobility of intergenerational income.
