摘　　要：随着全球化进程的加速和国际贸易的日益频繁,国际种业法规对种子研发、生产、销售及其国际贸易产生了深远影响。南繁硅谷作为海南自由贸易港的核心区域之一,承担着推动中国种业发展和参与全球种业竞争的重要使命。本研究从海南自由贸易港的战略高度出发,深入分析了南繁硅谷在适应国际种业法规方面的策略与挑战。通过对南繁硅谷的国家定位、发展规划、支持政策进行梳理,结合国际种业法规的现状及其对南繁硅谷的影响,深入探讨了南繁硅谷如何通过技术创新、国际合作、产业升级等措施应对国际种业法规的挑战。本研究认为,南繁硅谷面临的主要挑战包括技术创新的需求、国际法规的快速变化以及国际市场的竞争压力。展望未来,南繁硅谷需加强国际合作,提升自身在全球种业法规制定中的话语权,通过政策支持和市场开拓,提高其种业产品和技术的国际竞争力。本研究提出了针对性的政策建议,旨在支持南繁硅谷的持续发展和提升国际竞争力。With the acceleration of globalization and the increasing frequency of international trade,international seed industry regulations have had a profound impact on the research and development,production,sales,and international trade of seeds.Nanfan Agricultural Silicon Valley,as one of the core areas of the Hainan Free Trade Port,carries the important mission of promoting the development of China's seed industry and participating in global competition.This study starts from the strategic height of the Hainan Free Trade Port and deeply analyzes the strategies and challenges of Nanfan Agricultural Silicon Valley in adapting to international seed industry regulations.By sorting out the national positioning,development planning,and supportive policies of Nanfan Agricultural Silicon Valley,combined with the current state of international seed industry regulations and their impact,this research thoroughly investigates how Nanfan Agricultural Silicon Valley can meet the challenges of international seed industry regulations through technological innovation,international cooperation,and industrial upgrading.The study believes that the main challenges faced by Nanfan Agricultural Silicon Valley include the need for technological innovation,rapid changes in international regulations,and the competitive pressure of international markets.Looking forward to the future,Nanfan Agricultural Silicon Valley needs to strengthen international cooperation,enhance its discourse power in the formulation of global seed industry regulations,and improve the international competitiveness of its seed p roducts and technologies through policy support and market development.This study proposes targeted policy recommendations to support the sustained development and enhancement of international competitiveness for Nanfan Agricultural Silicon Valley.
