摘　　要：随着我国治理重心的不断下移,基层公共事务愈加复杂化、不确定及动态化,资源稀缺成为基层政府普遍面临的现实困境。为探究基层政府如何在资源稀缺的背景下提升治理效能,本研究基于政策执行的有关研究以及资源依赖理论和资源拼凑理论,提出“重组式执行”这一资源行动视角下的政策执行策略,即充分挖掘治理体系内的手头资源,并采取灵活方式将手头资源和新任务重新组合,使其发挥新的治理功能。在X市建设“15分钟政务服务圈”的案例中,行政资源、自治资源、市场资源等手头资源均被挖掘重组并赋予创新价值。研究还发现,采用重组式执行策略并不完全因为自上而下的压力驱动,更是基层行动者坚持“以人民为中心”理念下一种积极有为的主动治理活动。本研究为理解基层政府治理实践提供了创新理论视角,也提醒基层政府在推动基层治理现代化的进程中,应注重对手头资源的挖掘和利用。With the continuous downward shift of China’s governance focus,resource scarcity has become a common practical dilemma grassroots governments face.To explore how grassroots governments can improve governance efficiency in the context of resource scarcity,this study is based on policy implementation research,as well as Resource Dependence Theory and Resource Bricolage Theory,and proposes recombination-based implementation strategies from the perspective of resource action.Taking the construction of a“15-minute government service circle”in X city as an example,the study found that grassroots governments have adopted an action strategy of recombination-based implementation to break through resource environmental constraints,that is,fully tap into existing resources within the governance system,such as administrative resources,autonomous resources,market resources,etc.,and taking flexible ways to recombine existing resources with new tasks to enable them to play new functions.The study shows that the adoption of a strategy of recombination-based implementation is not entirely driven by top-down pressure but also a positive governance activity under the“people-centered”concept of grassroots governments.The study provides an innovative theoretical perspective for understanding grassroots government practices and practical inspiration for promoting the modernization of grassroots governance.
