拉美国家对中美战略竞争的认知与回应  

Latin American Countries’Perceptions and Responses to SinoU.S.Strategic Competition

摘　　要：在大国博弈的背景下,拉美国家被推向中美竞争的前沿,其战略决策不仅影响对美和对华的双边关系,也会向中美关系传导。拉美国家普遍认为中美两国进入“新冷战”时期,中美竞争加剧会威胁国际秩序稳定,加深全球治理困境,同时还塑造了中美拉“新三角关系”。通过采用“积极不结盟”策略、推动地区一体化进程、深化第三方合作等途径,拉美国家主动回应中美战略竞争可能带来的消极影响,并试图在中美间发挥更为积极和建设性的作用。但拉美国家的应对能力,受到了美国强化“叙事之战”和实施新干涉行为、地区国家政治生态演进加快以及中美科技竞争加剧等内外因素的影响。对此,中国应助力拉美国家提升自主发展能力,维护拉美国家的中心地位,加强中拉关系话语权建设,主动塑造中拉关系发展议程。Facing undergoing profound changes in the world,Latin American countries have been pushed to the forefront of SinoU.S.competition.Their strategic decisions will not only affect bilateral relations with the United States and China,but also will be transmitted to SinoU.S.relations.Latin American countries generally believe that China and the United States have entered a period of“new Cold War”,and the intensification of SinoU.S.competition will threaten the stability of the international order,deepen the dilemma of global governance,and shape a“new triangular relationship”between China,the United States and Latin America.By adopting the Active NonAlignment strategy,promoting regional integration processes,deepening thirdparty cooperation,and other means,Latin American countries actively respond to the possible negative impacts of SinoU.S.strategic competition and try to play a more active and constructive role between those two countries.However,their coping ability has been affected by internal and external factors such as the U.S.intensified“narrative war”,the electoral volatility,and the intensification of SinoU.S.technological competition.In this regard,China should help Latin American countries to enhance their independent development capabilities,maintain their central position,and proactively shape SinoLatin America relations.
