临泽县水利现代化实现路径研究

摘　　要：文章以临泽县为例,在对水利发展现状进行评价的基础上,分析了水利现代化面临的形势,提出了水资源、水环境、水生态、水安全“四水共治”水利现代化发展模式,明确了水利现代化发展目标,即系统构建优质水资源、宜居水环境、健康水生态、持久水安全体系,从加快实施节水行动、水利基础设施现代化建设、水生态文明建设、强化乡村振兴战略水利保障、全方位推进水利改革和智慧水利建设等5个方面提出了水利现代化的实现路径,以期为加快水利现代化进程提供指导借鉴。This article takes Linze County as a case study,on the basis of evaluating the current situation of water conservancy development,analyzes the situation faced by water conservancy modernization,proposes the“four water co-governance”development model of water resources,water environment,water ecology,and water security,and clarifies the development goals of water conservancy modernization,which are to systematically build a high-quality water resources,livable water environment,healthy water ecology,and sustainable water security system.From five aspects of accelerating the implementation of water-saving actions,modernization of water conservancy infrastructure,water ecological civilization construction,strengthening the rural revitalization strategy of water conservancy guarantee,and comprehensively promoting water conservancy reform and smart water conservancy construction,this article further put forward the realization path of water conservancy modernization in order to provide guidance and reference for accelerating the process of water conservancy modernization.
