摘　　要：论文的核心观点是将群众认定集体成员资格改为依法认定,提出全面纳入法制轨道的三个步骤。2024年4月提交全国人大立法机构。同年十四届全国人大常委会第十次会议6月28日表决通过《中华人民共和国农村集体经济组织法》,删除群众认定成员资格的表述,在成员资格的认定中明确规定依法认定。本刊全文发表供学界参考。The theme of this article is to transform the mass recognition of membership of rural collective economic organizations into the legal confirmation of membership.First,the policy evolution,implementation effects and policy issues of rural collective membership are studied.It is further proposed that the key to solving the problem is to incorporate the confirmation of collective membership into the rule of law,which can be done in three steps.The first step is to define collective membership through national legislation,and the second step is to specifically classify members.The third step is to clearly stipulate in the operational link to convert public recognition into legal confirmation,thereby completing the last mile of legal confirmation.
