“双一流”高校学科建设效率评价研究——基于SBM-SFA效率模型的实证检验

摘　　要：一流学科建设是一流大学建设的“助推器”,一流学科建设效率对加快推进“双一流”高校进入世界领先行列具有重大现实意义。以我国122所“双一流”高校为研究对象,运用超效率SBM-SFA模型对高校学科建设效率进行定量分析发现,我国“双一流”高校学科建设综合效率两极化现象严重,一流学科建设高校和理工科类高校的学科建设效率最高。SFA模型分析发现,经济发展水平和产学研合作力度与高校学科建设效率呈显著的负相关关系,人力资本、城市化水平和政府支持力度与高校学科建设效率呈显著正相关关系。总体来看,部分高校的技术进步效率、纯技术效率与规模效率及其对全要素生产效率正向促进的“合力”还有较大的提高空间。为此,应以学科为中心构建学术组织矩阵,驱动学科建设资源高效配置,缩小省际间学科建设效率差距,引入市场机制提高高校治理现代化水平。The construction of first-class disciplines is the“booster”for the construction of first-class universities,and the efficiency of the construction of first-class disciplines is of great practical significance for accelerating the entry of“double first-class”universities into the world's leading ranks.Taking 122“Double First-Class”universities in China as the research object,the ultra-efficiency SBM-SFA model was used to analyze the discipline construction efficiency.It shows that the comprehensive efficiency of discipline construction in China's“double first-class”universities is seriously polarized,and the efficiency of first-class discipline construction universities and science and engineering universities is the highest.SFA model analysis shows that the level of economic development and the strength of industry-university-research cooperation are significantly negative with the efficiency of discipline construction,and human capital,urbanization level and government support have significant positive correlation with discipline construction efficiency.On the whole,there is still a large room for improvement in the joint force of technological progress efficiency,pure technical efficiency and scale efficiency of some universities for the positive promotion of total factor production efficiency.Therefore,the academic organization matrix should be constructed based on disciplines as the center to drive the efficient allocation of discipline construction resources,narrow the efficiency gap of discipline construction between provinces,and introduce the market mechanism to improve the modernization level of university governance.
