县域工业的发展困境、机制与规划策略——以义乌荷叶塘工业园区为例

摘　　要：工业化是县域城镇化的核心动力,工业园区更新改造是推动县域经济转型升级的重要抓手。当前我国县域工业发展面临着“脱钩断链、规划滞后、模式固化、转型受阻”等困境,如何破解县域工业发展的问题症结,实现涅槃重生,已成为我国高质量发展过程中亟待解决的议题。本文以浙江省义乌市荷叶塘工业园区为研究对象,探究县域工业的发展困境,剖析其在新形势下的驱动机制,并由此提出四大规划策略:一是组建研发联盟,促进链条闭环发展;二是明晰精细需求,构建长效增长机制;三是利用市场优势,促进生产模式转变;四是引导大众需求,实现低成本高质量发展。Industrialization is the core driving force of county-level urbanization,and the renewal and transformation of industrial parks are crucial starting points to promote the transformation and upgrading of the county economy.At present,China's county industrial development is confronted with dilemmas such as'decoupling and broken chains,lagging planning,solidified models,and blocked transformation'.Therefore,solving the core issues of county industrial development and achieving revitalization has emerged as an urgent issue in China's pursuit of high-quality development.This paper takes Heyetang Industrial Park in Yiwu City,Zhejiang Province as the research object.It explores the development dilemma of county industry,analyzes its driving mechanisms under the new circumstances,and proposes four planning strategies:Firstly,establish R&D alliances to promote closed-loop development of industrial chains;Secondly,clarify detailed demands and construct long-term growth mechanisms;Thirdly,leverage market advantages to facilitate the transformation of production models;Lastly,guide public demand and achieve low-cost,high-quality development.
