面向空间社会化生产的可持续城市更新路径研究

摘　　要：面对当前国内国外愈加不确定的发展环境,以政治经济学视角解读实施“城市更新行动”,认为其以“城市更新”促进社会价值总量提升为行动内涵、以“社会行动”触发空间生产结构转型为行动逻辑、以“空间实践”探索价值实现新机制为行动目的。在充分认识当前城市更新实践中所遭遇的困境之下,反思快速发展时期“空间商品化”生产路径所造成的路径依赖与价值透支现象等深层影响及原因。结合地方探索经验,认为当前城市更新探索形成了“空间社会化”生产为特征的新路径,正在经历由“交换价值”转向“使用价值”导向城市空间生产模式与路径的整体转型;继而提炼出已有探索中基于使用价值实现的两类模式:空间平衡和时间平衡,并刍议了代表可持续城市更新的“时空平衡模式”。最后,提出构建城市总体“增量-存量”项目“一本账”、围绕“国资平台”构建城市更新发展联盟、探索更为包容与开放的城市更新配套制度等面向可持续空间社会化生产的城市更新治理策略。Facing the increasingly uncertain development environment,the paper interprets the implementation of"Urban Regeneration Action"from the perspective of political economy,and believes that it takes"urban regeneration"to promote the increase of total social value as the action connotation,"social action"to trigger the transformation of spatial production structure as the action logic,and"spatial practice"to explore a new mechanism for realizing value as the action purpose.Under the full understanding of the difficulties encountered in the current urban regeneration practice,the paper reflects on the deep influence and causes of path dependence and value overdraft caused by the production path of"spatial commercialization"in the period of rapid development.Based on the experience of local exploration,it is believed that the current urban regeneration exploration has formed a new path characterized by"socialized production of space",and is undergoing an overall transformation from"exchange value"to"use value"oriented urban spatial production mode and path.Then it refines two models based on the realization of use value:spatial balance and time balance,and discusses the"spatio-temporal balance model"which represents sustainable urban regeneration.Finally,the paper puts forward urban governance strategies for the sustainable socialized production of space,such as the construction of the overall"one account"for all urban"increment-stock"projects,the construction of development coalition for urban regeneration around the"state-owned assets platform",and the exploration of more inclusive and open urban regeneration supporting systems.
