环境健康治理视角下中美邻避研究比较

摘　　要：城市环境类邻避项目环境健康治理,对在推进中国城镇环境基础设施建设基础上推进城市人居环境整治工作以及落实“健康中国”战略有重要意义。环境健康风险是影响居民接受环境类邻避设施的关键因素之一。但是面对邻避居民强烈的居住环境健康影响诉求,政府和项目方表现出应对能力不足。目前环境健康研究领域在我国处于新兴学科的发展阶段。基于环境健康治理视角比较中美邻避研究。在对美国环境正义邻避现象和环境健康工作推进研究基础上,结合中国情景提出针对我国城市邻避事件环境健康治理需要深入研究的内容。以上研究可以在项目政策和治理层面提高城市管理者防控和减少邻避项目环境健康影响的风险治理能力。The management of environmental health in urban environmental NIMBY projects is of great significance to the promotion of urban habitat improvement based on the construction of environmental infrastructure in China's cities and towns and to the implementation of the"Healthy China"strategy.Environmental health risk is one of the key factors affecting residents'acceptance of environmental NIMBY facilities.However,in the face of the strong demand for environmental health impacts from residents,the government and the project team have shown a lack of capacity to deal with them.The field of environmental health research is currently in the developmental stage of an emerging discipline in China.Compared with China,the phenomenon of neighborhood NIMBY has continued to appear in the United States for almost a hundred years,and in addition,the United States is at the international forefront of environmental health science research,which has been conducted earlier.Therefore,A this study conducts a comparison of NIMBY studies in China and the United States from the perspective of environmental health governance.On the basis of the research on the environmental justice NIMBY phenomenon and environmental health work promotion in the United States,combined with the Chinese scenario,this study proposes the research content of the environmental health governance of urban NIMBY in China that need to be studied in depth.The above research can improve the risk management ability of city managers to prevent,control and reduce the environmental health impacts of NIMBY projects at the project policy and governance levels.
