摘　　要：随着人民生活水平进入了新的层次,电动自行车的数量急剧增长,消防安全问题也引起了担忧。违规停放、违规充电的现象屡禁不止,给居民生活带来了消防隐患。面对数量庞大的电动自行车,如何有效监管是对基层治理能力的重大挑战。设立集中充电场所是规避消防风险的有效途径,然而,在既有住宅小区中,由于住宅条件的限制和资金等问题的掣肘,给电动自行车集中充电场所的设置带来了众多阻碍,改造小区公共设施的程序规范、如何筹集改造资金以及设置主体、设置之后的监督管理责任分配等法律问题引发思考。As people’s living standards have entered a new level,the number of electric bicycles has in-creased sharply,and the fire safety problems have also caused concerns.The phenomenon of ille-gal parking and illegal charging is repeatedly banned,bringing fire hazards to residents’lives.Faced with the huge number of electric bicycles,how to effectively regulate is a major challenge to the grassroots governance capacity.Set up centralized charging place is an effective way to avoid fire risk,however,in the existing residential area,due to the limitation of residential conditions and capital constraints,to electric bicycle centralized charging place set brought many obstacles,transformation of public facilities procedures,how to raise funds and set up the main body,set up the supervision and management of responsibility distribution of legal issues such as thinking.
