党建引领农村互助养老的实践创新与内在机制——以新余市“党建+颐养之家”为例

摘　　要：新余市“党建+颐养之家”利用科学合理的制度设计和政策实践探索出一种可持续、可推广的互助养老模式,该模式通过需求识别、政治统合、弹性工作和社会动员等机制实现了人群的精准识别、资源的多元供给和制度的逐步完善,从而保障了政策的良性运行。实践证明,该模式通过提供助餐助医助娱养老服务,具有让农村老人就餐就医有保障、精神慰藉有平台、党和政府得民心、社会和村庄安定团结等多方面的价值。Based on the experience of"Party Building+Elderly Care Home"in Xinyu city,it is found that Xinyu city has explored a sustainable and promotable model of mutual support for elderly care through clever institutional settings and policy practices.This model achieves precise identification of the population,diversified supply of resources,and gradual improvement of the system through mechanisms such as demand recognition,political integration,flexible work,and social mobilization,thereby ensuring the healthy operation of policies.Practice has proven that this model,by providing food,medical and entertainment services for the elderly,has many values,such as ensuring that the elderly in rural areas have access to food and medical care,providing a platform for spiritual comfort,winning the hearts of the party and the government,and maintaining social and village stability and unity.
