摘　　要：文章聚焦城市生态环境保护、固体废物污染防治社会热点问题,研究国家、市级建筑垃圾处置管理政策法规、标准规范,学习借鉴国家试点城市先进经验做法,结合东营市现状实际,统筹东营城市建设发展和环境保护,从建筑垃圾管理制度机制、源头减量控制、消纳和资源化利用场所建设、智慧化监管等方面入手,剖析工作中存在的问题和原因,探索切合实际、行之有效的解决措施和方法,推动建立建筑垃圾全过程管理体系,助力城市生态文明建设和经济社会高质量发展。Focusing on the hot social issues of urban ecological environment protection and solid waste pollution prevention and control,this paper studies the national,provincial,and municipal policies,regulations,and standard specifications for construction waste disposal and management.It also learns from the advanced practices and experiences of pilot cities in the country.By considering the current conditions in Dongying City,it aims to coordinate urban construction and development with environmental protection efforts.The paper starts from various aspects,such as the institutional mechanisms for construction waste management,source reduction control,construction of disposal and resource utilization facilities,and intelligent supervision,and so on.It analyzes the existing problems and their causes,explores practical and effective measures and methods to solve them,and promotes the establishment of a comprehensive management system for construction waste.This will contribute to the construction of urban ecological civilization and the high-quality development of the economy and society.
