摘　　要：河流伦理是河流哲学,其自然科学基础和实践基础是河流生态学。从八个方面进行了探讨:深化对水、河流、湖泊的认识,建构河流伦理知识体系;深化对当前水利工作主要矛盾的认识,充分发挥水利部门在解决“四水”问题中的基础性作用;深化水工程对水生态影响的认识,调整完善水利工程布局;深化对水工程使用寿命问题的认识,高质量高水平建设管理水工程;深化对生态调度工作的认识,推进江河湖库的精细化调度;深化对河流生态系统复杂性的认识,用生态的方法修复河流生态;深化对水旱灾害的认识,对洪灾旱灾进行分级管理;深化对发展改革紧迫性的认识,推进水利工作管理体制机制的改革。提出推动河流伦理落实落地的建议,推进实现水利治理体系和治理能力现代化。River ethics belongs to philosophy of rivers,and its natural science and practical foundation should be river ecology.Eight aspects related to river ethics are discussed,including more understanding on water,river and lake to build a knowledge system of river ethics;main contradictions in current water management work to fully leverage the fundamental role of water resources department in solving problems with water;impact of water structures on aquatic ecology so as to adjust and improve the layout of water projects;service life of water projects for high-quality and high-level management;ecological good of river,lake and reservoir regulation;complexity of river ecosystem so as to adopt ecological methods to restore river ecology;flood and drought disasters for graded management;urgency of development and reform to promote reform of management system and mechanism.Furthermore,it is suggested to promote practical application of river ethics,in order to realize modernization of water governance system and capacity.
