河道砂石采运管理单系统在长江采砂监管中的应用与成效

摘　　要：为落实河道砂石采运管理单制度,加强河道砂石采、运、销全过程管理,针对纸质采运管理单易伪造、难核验、管理不便等难题,建立了基于移动互联的长江河道砂石采运管理单系统。构建了集许可管理、采区管理、在线开单、在线核验、船舶管理、人员管理于一体的协同工作平台,具有先进的防伪技术,并实现开单、核验全程数字化,提高了河道采砂管理的信息化、智能化水平,为规范管理合法采砂、精准打击非法采砂提供了平台支撑,取得显著的经济、社会效益,具有一定的推广价值。建议完善系统功能、加强部门间信息共享,加快建立统一的信息平台。In order to implement the management form system of the river sand mining and transportation issued,and to strengthen the whole process management of river sand mining,transportation and sale,aiming at the problems of easy forgery,difficult verification and inconvenient management of paper management form,the electronic management form system for river sand mining and transportation in the Yangtze River was established based on mobile internet.It has built a collaborative work platform integrating permit management,mining area management,online billing,online verification,ship management and personnel management.It improved the informatization and intelligence level of sand mining and transportation management and provided a platform support for standardized management of legal sand mining and precise crackdown on illegal sand mining.It also achieved significant economic and social benefits,which are worth promoting nationwide.Suggestions are put forward on improving system functions,enhancing interdepartmental information sharing,and accelerating the establishment of a unified information platform.
