小型水库“以大带小”管护模式探索及对策——以江西省宜春市袁州区为例

摘　　要：推进小型水库标准化管理是加快构建现代化水库运行管理矩阵的基础,研究了江西省小型水库“以大带小”管护现状,以宜春市袁州区为例总结了江西省小型水库“以大带小”管护模式的典型经验,包括实行“管养分离”、实施网格管理、明确资金渠道、严格考核验收、完善管理制度等。剖析了江西省小型水库“以大带小”仍存在的问题,从政策指导、经费支持、专业培训、监督考核、标准化管理、信息化建设等方面提出对策建议,可为江西省或其他地方的小型水库管理提档升级、效益发挥提供借鉴。Advancing standardized management of small reservoirs is foundation of accelerating establishment of a modernized reservoir operation management matrix,the experiences of applying“the small led by the big”model for small reservoir management in Jiangxi Province are summarized,by taking Yuanzhou District as an example,such as“separating management and maintenance”,matrix application,defining financial resources,strict performance evaluation and check and acceptance,and perfect management systems.The analysis centers on the existing problems,and measures and suggestions of policy guidance,financial support,professional training,supervision and assessment,standardized management,and development of information system,so as to provide insights for improving management and benefit generation of small reservoirs in Jiangxi Province and other regions.
