河流伦理视角下河流管理的几点思考

摘　　要：为加强新时期河流管理保护,总结分析了河流伦理的基本内涵及建构河流伦理的背景与目的,探讨了河流伦理视角下的河流管理理念,分析了当前河流管理理念存在的不足。基于河流伦理视角指出,在河流管理中要认识和掌握河流生命、感恩和敬畏河流价值、赋予和维护河流权利,并围绕河流保护、治理、利用等方面提出河流管理若干具体建议,同时初步探讨了河流伦理在长江河流管理保护的应用实践,可为河流管理保护提供参考。In order to guide the river management and protection in the new period,we summarized the basic connotation,background and purpose of river ethics,discussed the river management concept,and analyzed the concept problems from the perspective of river ethics.In the view of river ethics,some efforts will be done in river manage,such as understanding the river life,thanking and respecting the value of rivers,giving and maintaining the river rights.Focusing on river protection,management and utilization,some specific suggestions on river management were put forward,and the application practice of river ethics in river management and protection of the Yangtze River were explored.The research results can provide a reference for river management and protection.
