摘　　要：耕地指标交易对缓解耕地保护和经济发展的矛盾起到了重要作用。本文通过梳理湖南省有关耕地指标交易运行情况,在系统分析耕地指标交易制度实施成效、现行框架及其实践探索的基础上,针对湖南省耕地指标交易实施存在的问题,提出完善耕地指标生产和指标交易制度的对策建议。通过市场机制与政府干预的结合,探索构建耕地占补平衡全过程的市场机制,为耕地占补平衡工作的科学、合理、有序开展提供有益借鉴。The trading of farmland index has played an important role in alleviating the contradiction between farmland protection and economic development.This article reviews the operation of farmland index trading in Hunan province,and based on a systematic analysis of the implementation effectiveness,current framework,and practical exploration of the farmland index trading system,proposes countermeasures and suggestions to improve the production and trading system of farmland index in response to the existing problems in the implementation of farmland index trading in Hunan province.By combining market mechanisms with government intervention,we aim to explore the construction of a market mechanism for the entire process of balancing the occupation and compensation of farmland,providing useful references for the scientific,rational,and orderly implementation of the work of balancing the occupation and compensation of farmland.
