澳大利亚电力监管及输配电定价机制分析

摘　　要：合理的输电、配电定价机制能为电网用户提供有效的价格信号,促进电力资源的优化配置。对澳大利亚电力监管、输电定价、配电定价进行深入研究,在电力监管方面,介绍其电力市场化改革历程,各电力监管机构职能,重点分析监管机构对电网公司的准许收入的有效核定及激励措施;在输电定价方面,详细介绍输电公司的输电定价思路及各类型输电费用的形成过程;在配电定价方面,介绍目前澳大利亚各配电公司的配电定价的基本情况,并以一家配电公司为例,详细介绍其配电定价思路及配电费用的形成过程。澳大利亚电力监管机构采用的监管能有效地激励电网公司降低网络成本,保证供电可靠性,同时澳大利亚输电、配电定价方法能有效地向负荷侧用户提供位置信息,引导负荷合理布局,可为我国电力市场改革提供借鉴。Reasonable transmission and distribution pricing mechanisms can provide effective price signals for grid users and promote optimal allocation of power resources.This paper conducts an in-depth study on Australian electricity regulation,transmission pricing,and distribution pricing.In the aspect of power regulation,it introduces its power market reform process,the functions of various power regulatory agencies,and focuses on the effective verification and incentives of regulatory agencies for the permitted revenue of power grid companies.In the aspect of transmission pricing,the transmission pricing ideas of transmission companies and the formation process of various types of transmission costs are introduced in detail.In terms of power distribution pricing,the basic situation of distribution pricing of various distribution companies in Australia is introduced.As an example,it introduces the power distribution company power distribution pricing ideas and the formation process of power distribution costs.The supervision adopted by Australian power regulators can effectively encourage grid companies to reduce network costs and ensure power supply reliability.At the same time,Australian transmission and distribution pricing methods can effectively provide location information to load-side users,and guide the load to a reasonable layout,which can be used for China's power.Market reform provides a reference.
