Impact of Intellectual Property Protection on Copyright Export

摘　　要：在推动版权产业“走出去”、建设知识产权强国和文化强国的背景下,知识产权保护对版权输出的影响值得研究。本文使用2010—2018年省级面板数据实证分析了知识产权保护对版权输出的影响,研究结果发现:知识产权保护明显促进版权输出,通过提高区域创新能力促进版权输出。分样本检验结果显示,出口实力强、产业规模大、政府治理水平高的地区知识产权保护对版权输出的促进作用更大,东部和东北地区知识产权保护对版权输出的影响较大,中西部地区知识产权保护对版权输出的促进作用较小。进一步研究发现,数字经济的快速发展显著促进了版权产品的输出,但现阶段数字经济负向调节知识产权保护对版权输出的作用。为充分发挥知识产权保护对版权输出的促进作用,应该从全产业链角度提升版权产品的知识产权保护水平,设计税收优惠政策和创新政策激励文化企业创新。为缓解数字经济的负向调节,应建立数字版权产品交易流通的安全保护规范,加大数字版权方面的社会普法教育力度。Under the strategy of promoting the copyright industry to“go global”,building a strong intellectual property protection country and innovation-driven development,the impact of intellectual property protection on copyright export is worth studying.We empirically analyzes the impact of intellectual property protection on copyright export using provincial-level panel data from 2010 to 2018,and finds that intellectual property protection significantly promotes copyright export,intellectual property protection can promote copyright export by improving regional innovation capacity.The results of the sub-sample test show that the promotion effect of intellectual property protection on copyright export is greater in regions with strong export strength,large industrial scale,high government governance level.Intellectual property protection in the eastern and northeast regions has a greater impact on copyright export,and intellectual property protection in the central and western regions has less effect on copyright export.Further research finds that the rapid development of the digital economy has significantly promoted the export of copyright products,but at this stage,the digital economy negatively regulates the output of intellectual property protection to copyright export.In order to give full play to the role of intellectual property protection in promoting copyright export,the level of intellectual property protection of copyrighted products should be improved from the perspective of the whole industry chain,and preferential tax policies and innovation policies should be designed to encourage cultural enterprises to innovate.In order to alleviate the negative regulation of the digital economy,security protection norms for the trading and circulation of digital copyright products should be established,and social law popularization education on digital copyright should be strengthened.
